Support Costumes
Supports are the highest priority since they are the backbone of every team composition. Supports are the most SP efficient way to increase your damage, since you won't be able to use all of the abilities in an all-damage team on turn 1. They are your highest priority for costume duplicates and potential liberation. These costumes will never go out of style, unlike damage costumes that regularly get power crept. Doesn't matter who you use for damage, most of your team will come from this list.
This list is geared towards PvE content: Story battles, Evil Castle, Fiend Hunt, and Guild Raid.

Absolute Essentials
These are the bare minimum supports you want to have. You'll use them more than any other costumes in the game. Teresse can only be obtained when her banner has a rerun.

It's a toss up as to where Medical Club Teresse should be placed in terms of priority. Her SP cost and cooldown limits her usage somewhat, often making her second choice. I only use her in Tower of Salvation if I don't have another ATK/M.ATK buffer, and I rarely take her for Fiend Hunt/Guild Raid if I don't need her Beachside Angel costume.
Chainers
For single-turn battles, Rafina and Levia are usually good enough to work as a chainer, especially if you have Beachside Angel Teresse. For multi-turn battles like Fiend Hunt/Guild Raid, you'll need characters who are capable of using multi-hit attacks every turn.
These costumes provide more than just chains, but you'll only use them if you have that character's other costumes due to their ability's cooldown.

- Wilhelmina (Water Park Queen), +1 chain generation self-buff
- Zenith (Poolside Guardian), bonus chain damage
Characters that can go every turn if you have multiple costumes. Some of these costumes require a tear or two to unlock their cooldown reduction potential.

- Celia (Descendant of the Great Witch), 9 tiles
- Luvencia (Wild Dog), 6 tiles
- Luvencia (Deal Snatcher), 6-9 tiles
Single target costumes that can be used every turn, assuming you have the appropriate upgrades for them.

- Wilhelmina (Iron Monarch)
- Hikage (Kind Ruthlessness) - LIMITED COLLAB
You'll only use these if you're already bringing that character for another reason. If you have them, great, but they're pretty low priority. You might have trouble working them into your rotation if you don't have their SP reductions.

- Lathel (Medicinal Herb Tracker), 2-3 tiles

Fiend Hunt/Guild Raid Essentials
You'll rarely use these costumes anywhere else, either because there's usually better choices or they're only good in long fights.

Useful if you have their higher priority costumes
You'll only use these costumes on fights that last more than a single turn because one of their other costumes is higher value. These costumes are used quite heavily in FH/GR and other multi-turn fights. Most of them are for damage reduction or SP recovery, but some of them have other perks.

Tower of Salvation Picks
Because you're working with a sealed deck, it helps to have some of the non-optimal costumes developed so you have something to fall back on when your first choices aren't available.
- Morpeah (Beach Vacation), SP reduction and cooldown potentials are required
- Justia (Pool Party), SP recovery potential is nice to have
- Olstein (Fiend Scholar)
- Olstein (Sage of Blue Clouds)
Collision abilities are immensely useful for repositioning the enemy.
- Teresse (Angel of Destruction), range potential is nice to have
- Rou (White Cat)
Back-ups if you haven't drawn Liberta, Helena, or Lathel.

Miscellaneous
Unless these characters have elemental advantage, you're primarily taking them for the single tile of vulnerability. While they appear as though they can work as a chainer, it's only available 50% of the time due to the cooldown, so you'll usually take a dedicated chainer as well for multi-turn fights.
